During the Pre-Application Consultation for our proposed development at Bolgoed Farm, Pontarddulais, many residents shared thoughtful views about how new homes might affect local services. Concerns focused on schools, healthcare, shops, public transport and the wider cumulative impact of development in the town. These are important issues, and we appreciate the time people took to raise them.
At Derwen May Homes, we believe that responsible development must sit within a clear and transparent planning framework. Growth should be planned, supported and proportionate. That is why these matters are carefully examined through both the Local Development Plan process and the formal planning application stage.
Understanding How Capacity Is Assessed
The proposed site lies partly within land allocated for housing under the Swansea Local Development Plan (Policy H1.28), with the remainder located inside the settlement boundary of Pontarddulais. When land is allocated in this way, the planning authority has already undertaken strategic assessment of infrastructure capacity.
This assessment forms part of the Infrastructure Delivery Plan, which accompanies the Local Development Plan. The document identifies the infrastructure required to support future housing growth across the area and considers how that infrastructure can be delivered over time.
Capacity for schools, transport, utilities and other services is examined as part of this strategic process. Where additional provision is needed, it is typically funded through a combination of Section 106 contributions, local authority investment and Welsh Government funding.
In other words, infrastructure planning sits alongside housing allocation from the beginning.
The Role of the Planning Application Process
As the application moves forward, the local planning authority will formally consult the relevant service providers, including education authorities, transport officers and other statutory bodies. Their responses form an important part of the planning decision.
This ensures that matters such as school capacity, transport access and infrastructure delivery are reviewed in detail and addressed where required.
Planning is designed to operate as a structured and evidence based process. It brings together technical assessments, service provider input and policy guidance to reach balanced decisions.
Addressing the Question of Cumulative Impact
Some responses suggested that the cumulative impact of development in Pontarddulais has not been properly considered. In practice, cumulative impact is examined during the preparation of the Local Development Plan itself.
Housing allocations across the settlement are assessed collectively, allowing infrastructure planning to take account of the combined effect of growth. The Infrastructure Delivery Plan then identifies how necessary improvements can be delivered over time.
This means that developments coming forward within allocated areas form part of a coordinated strategy rather than isolated proposals.
A Balanced Approach to Density
A small number of responses suggested that the scheme represents overdevelopment. Our view is that the proposed layout achieves an appropriate balance between density, open space and placemaking.
The development has been designed to meet minimum density expectations while maintaining generous landscaping, green infrastructure and public open space. Homes are arranged to create a clear transition between the suburban edge of Pontarddulais and the surrounding countryside.
Density alone does not define the quality of a development. The relationship between homes, streets and landscape is what creates a successful neighbourhood.
Supporting Sustainable Communities
We agree with the principle that housing must be delivered alongside the infrastructure and services communities depend on. That is why planning policy and development contributions are structured to support schools, transport and community facilities.
At Bolgoed Farm, the proposals also incorporate open space, sustainable drainage, biodiversity enhancements and active travel connections. These elements support the wider goal of creating healthy, well connected places to live.
“We respect that people want to understand how growth will affect their town. Planning policy and infrastructure planning exist precisely to address those questions. Our responsibility is to work within that framework and ensure that new homes are delivered in a way that supports Pontarddulais, rather than placing pressure on it.” Huw Llewellyn, Managing Director, Derwen May Homes
Looking Forward
Housing demand across Swansea remains clear, and sustainable growth within existing settlements plays an important role in meeting that need. By working within the Local Development Plan framework, developments such as Bolgoed Farm contribute to a planned and coordinated approach to housing delivery.
At Derwen May Homes, we remain committed to transparency and engagement throughout the planning process. The feedback received during the consultation has helped inform our response and will continue to shape how the project moves forward.
Growth is always most successful when it is carefully planned and thoughtfully delivered. That is the principle guiding our work in Pontarddulais.
